LPD Releases Body Cam Footage of Incident, Says Officers Followed Policies & Procedures [Video]
The Lubbock Police Department has reviewed the material concerning an incident many on social media claim to be a use of excessive force, and have found that the officers followed policies and procedures.
It started when an officer was patrolling in the 5700 block of 50th Street on Wednesday, June 3rd, 2020. The officer observed David Allen McDannels stepping into the street and standing in the roadway to solicit a ride, contribution, employment or business from an occupant.
The officer made contact with McDannels and returned to his vehicle to begin issuing a citation. While the officer was doing this, they observed McDannels again stepping into the street to continue soliciting from the roadway.
The officer told McDannels he would be receiving a second citation, and based on continued violations, attempted to arrest him.
McDannels is said to have actively resisted arrest upon officers attempt to take him into custody. Even after being placed on the ground, McDannels continued resisting arrest.
The officer then used three closed fist strikes to the lower torso to gain compliance, which falls within LPD's less-than lethal use of force policy.
Officers placed McDannels in handcuffs and immediately inspected him to see if he was injured.
The department has summarized that the officers involved followed policies and procedures.
