A federal grand jury has indicted a City of Lubbock employee for possession of child pornography.

38-year-old Justin David Musgraves was appointed Deputy Director of Emergency Management back in August of 2020. Before that, Musgraves was with Lubbock Fire Rescue for 6 years, and was previously with the Texas Forest Service for 5 years.

It's also reported he was actively involved with the South Plains Incident Management Team, as well as the Lone Star State Incident Management Team.

According to the indictment, Musgraves knowingly possessed child pornography involving a minor under the age of 12. It's said that Musgraves was in possession of this material from an unknown date until September 29th of 2020. Sources say that Musgraves is accused of downloading these images onto a MicroSD card found on a tablet issued to the Shallowater Fire Department, where he also served as a deputy chief.

Details surrounding the case are unclear. For example, it's unknown if this case is related to any other child pornography cases.

KAMC News reports that the offense happened in Lubbock County as opposed to any of the other counties in the Lubbock Division of the North District of Texas.

In response to this indictment, the City of Lubbock issued the following statement:

The City of Lubbock is aware of the indictment against Justin David Musgraves. The City has fully cooperated with law enforcement and the investigation and will continue to do so.
