In Garza County, a woman was arrested earlier this week, Sunday (August 4, 2019)  for allegations of animal cruelty.

64-year-old Sheila Denise Proctor had an outstanding warrant for her arrest dating back to 2018, when she was found to be operating a non-commercial puppy mill outside of Post, Texas.

She was accused of having more than 60 dogs living in what Garza County Sheriff Terry Morgan called “unimaginable conditions.”

The dogs were rescued from the mill and an arrest warrant for Proctor was later issued. On Sunday, Proctor was arrested after being pulled over for a routine traffic stop in Garza County.
